Speaking at a luncheon for the taipans at Malacañang, Mrs. Arroyo offered joint ventures using idle, state-owned land around Metro Manila and elsewhere as equity.

They really seem to have been cheated out of the contract, when it was the Ramos administration that wanted them to work together on the project in the first place.
