This time, Manubay is in hot water for ordering the cutting of a century-old mahogany tree inside the provincial police compound here, reportedly without first securing a clearance from the local office of the Department of Environment and Natural Resources.

"My lawyers are now preparing the (libel) complaint against the bishop. We’ll make him answerable for these baseless and unfounded accusations," Dy said yesterday.

Senior Superintendent Jesus Manubay, Nueva Vizcaya police director, said his men cornered the three suspects at a police checkpoint along the national highway in nearby Solano town.


Manubay declined to identify them pending further investigation.
