At the same time, there will be a final push for a constituent assembly, whose work will surely also be challenged before the high tribunal.

The debacle over the people’s initiative should teach proponents of Charter change a lesson on the virtues of transparency and careful deliberation. Tinkering with the basic law of the land, especially when it involves major changes such as a shift in the system of government and an interim power-sharing scheme, cannot be rushed merely to meet the timetable of certain vested interests.

The quality of debate can hardly be described as great, which is to be expected in a country where people think winning an argument entails nothing more than shouting down the opponent. Certain groups have turned their opposition to Charter change into just another extension of efforts to oust the President.
