Law will eventually die natural deaths due to lack of government personnel who
will implement these laws.
The official said there is not enough manpower to enforce these laws as far as
the Land Transportation Office (LTO), the agency tasked to lead the
implementation, is concerned.
The source noted that in Metro Manila, LTO has only 52 enforcers to oversee
some 1.5 million motor vehicles.

to a newly implemented law requiring motorists and their passengers to wear
seat belts.
Drivers, even if buckled up, would be fined if their passengers are not
strapped in. The law also prohibits children six years old and below to sit in
the front seat of a running motor vehicle.
The Seat Belt Law or Republic Act 8750 was signed into law last year in a bid
to minimize injuries and deaths in road accidents. It was to be enforced
beginning yesterday.

implemented starting today.
"Drivers and front seat passengers of public and private motor vehicles are
