Immigration Associate Commissioner Roy Almoro said the hold departure order (HDO) against Valera was issued last Feb. 12 in compliance with the order of Quezon City Regional Trial Court Branch 223 Judge Ramon Cruz stemming from the charges of illegal possession of firearms and explosives lodged against the governor.
Almoro explained Valera will not be allowed to leave the country without the permission of the court.

Judge Ramon Cruz of RTC branch 223 reset the arraignment on March 13 after Valeras counsel Rowena Flores asked the judge to consolidate the four separate criminal charges filed in separate courts against the governor.
