Sa 1-pahinang memorandum ni Gonzalez kay Fernandez, sinabi nito na kailangang isama ang pangalan ni Bailley sa mga listahan ng mga akusadong hindi dapat makalabas ng Pilipinas, upang tuluyang hindi mapagkaitan ng katarungan ang pagkamatay ng nasabing Asec.


"In the interest of the public and so as not frustrate the ends of justice, you are hereby directed to include in the bureau’s watchlist the name of Ester Ramos Bailley, who stands charged as one of the respondents for robbery with homicide," nakasaad sa memorandum.
