Matatandaang sa budget hearing ng DOLE noong Setyembre 30, 2026, kinastigo ni Tulfo ang Professional Regulation Commission (PRC) dahil sa mabagal umanong pag-aksyon sa mga reklamong medical malpractice laban sa ilang doktor, kabilang na ang mga kasong nauwi umano sa pagkamatay ng pasyente.
Isa sa mga binanggit ng senador ang mga operasyong isinagawa sa The Icon Clinic na iniugnay sa pagkamatay ng ilang pasyente. Sa kabila nito, hindi pa umano binabawi ng PRC ang lisensya ng sangkot na doktor.
Dahil dito, hiniling ni Tulfo sa DOLE na magsagawa ng imbestigasyon sa klinika. Sa pagpupulong sa DOLE noong Oktubre 8, iniulat na nagkaroon ng labor inspection sa The Icon Clinic noong Oktubre 1.
Sa inspeksyon, natuklasan ang mga paglabag sa Occupational Safety and Health Standards (OSHS) at kakulangan sa Hazard Identification, Risk Assessment and Control (HIRAC). Nabigo rin umano ang klinika na magsumite ng kinakailangang mga dokumento at kulang sa safety personnel.
Ilang araw matapos ang inspeksyon, naglabas ang DOLE ng work stoppage order na nagresulta sa pansamantalang pagsuspinde ng operasyon ng klinika. Nangako naman ang pamunuan nito na aayusin ang mga paglabag sa loob ng 20 araw.
Nagpasalamat si Tulfo sa mabilis na pagkilos ng DOLE ngunit iginiit na dapat ding kumilos ang PRC sa pamamagitan ng pagpataw ng preventive suspension kay Yapjuangco habang iniimbestigahan ang mga kaso.
“Hindi dapat upuan ng PRC ang isyung ito dahil buhay ang nakasalalay dito,” ani Tulfo.
