Police Officer 2 Melvin Garcia said they have "finished the investigation" and it is up to the family of Carlo Pardo de Tavera-Brown "if they will submit a complaint-affidavit or file the case directly to the prosecutor’s office."
He said the police cannot initiate the file of any case against Manotoc since the incident does not constitute a heinous crime.

The son of Ilocos Norte Rep. Imee Marcos again figured in a beating incident at The Fort in Taguig City early morning yesterday.
Manotoc, a ramp and commercial model, was reported to have been assisted by his companions when he beat Carlo Pardo de Tavera Brown, 22, in front of the Embassy Cuisine Bar at 4:30 a.m.
Taguig police chief Superintendent Alfred Sotto Corpus said that just before the incident, Manotoc saw Brown talking to his girlfriend, Ornussa Cadness, while they were inside the bar.
