Executive Secretary Alberto Romulo transmitted the appointment papers of De los Reyes to Armed Forces chief Gen. Narciso Abaya through Defense Secretary Eduardo Ermita.
Bunye said the recommendation was sent to Mrs. Arroyo by Ermita last Thursday.
