According to him, the present exchange rate of Y210 to US $1 was first established by former President Cory Aquino in 1986 for the immediate relief of DFA personnel who would have been affected by the depreciation of the US dollar. This rate was also approved by FVR and Joseph Estrada during their terms. Siazon said it isn’t true that the exchange rate used is three times the normal.
