Batas na: Marawi Seige compensation law pirmado na ni Duterte

MANILA, Philippines — Pormal nang naisabatas ang "Marawi Seige Victims Compensation Act of 2022" na  siyang magbibigay ng danyos sa mga nawalan, nasiraan at namatayan dulot ng naturang krisis noong 2017 — bagay na nilagdaan na ni Pangulong Rodrigo Duterte, pagkukumpirma ng Malacañang.

Ito ang kinumpirma ni acting presidential spokesperson Martin Andanar, Miyerkules, sa isang press briefing patungkol sa Republic Act 11696. Pormal itong naaprubahan noong ika-13 ng Abril.

"Any owner of a residential, cultural, commercial structures and other properties in Marawi's [main affected areas] or [other affected areas] qualified under this Act shall receive [monetary] compensation fro the State, free of tax, as herein prescribed," ayon sa RA 11696.

"The heirs of those who died and legally presumed dead are also entitled compensation in accordance with the requirements under this Act, its implementing rules and regulations and other applicable laws, rules and regulations."

Ilan sa mga itinuturing na main affected areas (MAA) ay ang 24 barangays na nasa batas gaya ng:

Para malaman ang halaga ng compensation para sa mga private properties na naapektuhan ng Marawi recovery, rehabilitation at reconstruction program, maaaring kunin ng implementing agency ang serbisyo ng isang government financial institution na may karanasan sa property appraisal o ibang independent property appraiser na accredited ng Bangko Sentral ng Pilipinas (BSP)  o ibang professional association ng appraisers ng kinikilala ng BSP. 

"Ayon sa batas na ito, bubuo ng isang independent and quasi-judicial body na tatawaging Marawi Compensation Board na pamumunuan ng isang chairman at walong mga miyembro na ia-appoint ng pangulo," wika ni Andanar kanina.

Matatandaang nagdeklara si Duterte ng batas militar sa buong kapuluan ng Mindanao noong Mayo 2017 bilang tugon sa Marawi Seige ng mga teroristang Maute, Abu Sayyaf, atbp. na ikinamatay nang pagkarami-raming tao.

Tumagal ang martial law roon ng 953 araw kahit na Oktubre 2017 pa lang ay idineklara nang "malaya" mula sa mga terorista ang Marawi. Dati nang inirereklamo ng mga progresibong grupo na nagdulot ang martial law ng mga pag-abuso ng gobyerno sa Mindanao.
