'After 45 years': Rizal capital inilipat mula Pasig patungong Antipolo

MANILA, Philippines — Matapos ang lampas apat na dekada, matatawag nang kabisera ng probinsya ng Rizal ang Lungsod ng Antipolo.

Pirmado na kasi ni Pangulong Rodrigo Duterte ang Republic Act 11475. 'Yan ay kahit taong 1975 pa inilipat sa Metro Manila ang Lungsod ng Pasig — 45 taon mula nang alisin sa Rizal ang siyudad.

"The capital and seat of government of the Province of Rizal is hereby transfered from City of Pasig, Metro Manila top the City of Antipolo, Province of Rizal," ayon sa Section 1 ng bagong batas.

"Upon the effectivity of this Act, the present Provincial Capitol located in the City of Antipolo, Province of Rizal shall be deemed as the official Provincial Government Center where all the provincial offices shall be established."

Ipinasa ito ng Kamara sa 18th Congress bilang House Bill 2998 noong ika-4 ng Nobyembre, 2019, bagay na isinulong nina Antipolo Rep. Roberto Puno, Antipolo Rep. Resurreccion Acop, Manila Rep. John Marvin "Yul Servo" Nieto atbp.

Inihain naman ang counterpart bill nito sa Mataas na Kapulungan sa ngalan ng Senate Bill 1170, bagay na inaprubahan din sa ikatlo at huling pagbasa.

Taong 2013 pa nang ianunsyo ng chair of the Senate Local Government Committee na inilipat "de facto" ang provincial government sa Antipolo City matapos maglabas ng ordinansa ng Sangguniang Panlalawigan. Gayunpaman, walang pormal na batas na sumusuporta rito.

Epekto sa aktwal

Maliban sa pagpapalit ng kabisera at paglilipatan ng opisina, marami itong magiging positibong epekto sa ekonomiya ng Antipolo, ayon kay Sen. Francis Tolentino noong Marso 2020.

"Being declared as the seat of government of the province would generate more economic activities. It would perhaps entice investors to go to the capitol considering that there is no more confusion that it's no longer in Pasig, it's now in Antipolo," saad ng senador.

"Designating the city as capital for purposes of administrative convenience and historical reasons would augur well for the economic development of not just the city of Antipolo but the entire province." 

Itinatag ang probinsya ng Rizal noong ika-11 ng Hunyo, 1901 ng unang Philippine Commission na pinamunuan ni dating US President William Howard Taft sa pamamagitan ng Act No. 137. Sa ilalim nito, Pasig ang provincial capital.

Nang likhain ng Presidential Decree 824 ang Metropolitan Manila at Metropolitan Manila Commission noong 1975, ilang local government units (LGUs) ang tinanggal sa Rizal — pero provincial capitol pa rin ang Pasig.
