P29/kilo rice a ‘justifiable subsidy’

The Philippine Star

This is to clarify certain items in the article “29/kilo rice giving false hope to the poor” published last July 8, 2024.

The Philippine Chamber of Agriculture and Food, Inc. (PCAFI)  did not say that “by selling rice at  P29 per kilo in Kadiwa outlets, the Department of Agriculture (DA) is giving false hope to the poor.”

First, I said that I spoke in my personal capacity, and not in behalf of PCAFI. Second, I do not believe that selling rice at P29 per kilo is giving false hope to the “poor,” unless claims are exaggerated.

Let me explain this in its proper context. When I was asked about this issue, I stated that this program is a good one. It gives a valid subsidy to the poor, which most governments throughout the world do. But if the government does not provide the required resources to sustain the program, this may lead to much disappointment from the poor.

The PCAFI and I fully support Secretary Francisco Tiu Laurel Jr. and the Department of Agriculture in their efforts for true agriculture transformation. I have personally seen our Agriculture Secretary take bold and wise moves, despite strong opposition from vested interests.

In conclusion, I believe the P29 per kilo rice program he advocates gives the poor a justifiable subsidy that should be sustained as long as it needed. — Danilo Fausto, Pcafi President
