Nakaalagad ba gayud ang partylist system?

Una sa tanan, sa ato nang nahisgutan dinhi, dugay-dugay na, ang Partylist System Act napasar sa House of Representatives ug sa Senado niadtong February 28, 1995, ug nahimong balaud sa March 3, 1995. Unsa may tuyo niini?

“To have a proportional representation in Congress of the marginalized, underrepresented sectors, to specifically address the specific needs and concerns of its specific constituency.“ Nindot gyud kaayo ang katuyoan niini. Klaro kaayo ang dalaygon nga intention sa 1987 Constitution.

Apan, ang maong sistima naka-serve ba sa katuyoan niini? Nasilbihan ba gayud sa mga partylist representatives ang mga marginalized sector? Pananglitan, aduna partylist representative nga ang mga security guard sa tibuok nasud maoy gi-representahan. Unsa man ang mga specific nga kaayohan nga nadawat sa mga security guards gikan sa ilang tinugyanan sa Kongreso?

In the case kanamong mga senior citizens, dihay panahon nga duna mi partylist representative didto sa House of Representatives. Apan, wa gyud mi makadawat niining giingon nga “specific needs and concerns” namong mga senior citizens.

Ug most probably, mao kini ang hinungdan ngano nga buot ni Presidente Digong Duterte  nga i-abolish and party-list system. Ania kining balita sa Philippine Star: “President Rodrigo Duterte called for the abolition of the party-list system under the next administration, saying the mechanism is being used by leftists to deceive and destroy the government.”

So, gawas nga wala sila makaalagad sa sector nga ilang gi-representahan, gigamit pa gayud sila sa mga walhon paglingla ug pagpukan sa atong gobiyerno.

Si Duterte nagkanayon: “I recommend the abolition of the party-list (system). It is being used, although they are...a few, but still, they participate in the government that they wish to destroy. It’s ridiculous.

They enter the government, they participate in the governance process and yet...what they really want is to destroy that government and replace it with theirs.

“The party-list system has to be scrapped by the next president. It would be as good as any other time to initiate whether to convert Congress into a constituent body or call for a constitutional convention but which is very expensive to do.”

So, atong panghinaut nga mosanong niini ang administrasyon unya ni Bongbong. Kahibawo man ta nga tungod kay walay igong resources ang mga marginalized sector, dili kini sila maka-lansar ubos sa partylist system. So, ang mga milyonaryo maoy nahimong mga party-list representative, nag-representar sa mga kabus.

Dugang pa: “Duterte has also assailed the system in one of his previous speeches, calling it an “evil” system financed by the rich and exploited by generals involved in narcotics trade.”  Ug ang ubang mga kritiko namahayag nga, “the system is now being used as a backdoor to Congress of rich and influential politicians.” May pagkatinuod, di ba?
