Ang usapin ng forced labor sa buong mundo

KAMI ni Sen. Jinggoy Ejercito Estrada ay kapwa naalar-ma sa ulat ng International Labor Organization (ILO) na mayroon umanong 21 milyong katao sa buong mundo ang biktima ng forced labor.

Ayon sa ILO, sa buong daigdig ay may umiikot na kabuuang $150 billion illegal profit o iligal na kita sa forced labor sa buong mundo. Ito umano ay naging mahigit triple na ngayon mula sa naitalang $44 billion noong 2005 o isang dekada pa lang ang nakalilipas.

Karamihan umano sa biktima ng forced labor ay kababaihan laluna ‘yung mga nagiging domestic wor-kers at ‘yung mga nabubulid sa sex-related trade. Halos two-thirds umano ng “illegal profit from forced labor” o katumbas ng $99 billion ay mula sa sexual exploitation, prostitution at pornography.

Ang mga kalalakihan naman umano na biktima ng forced labor ay karaniwang nasa larangan ng agrikultura, pagmimina at konstruksyon.

Iginiit ng ILO ang “need to eradicate this fundamentally evil, but hugely profitable practice as soon as possible.” Dagdag nito, “governments need to improve welfare support to prevent households from sliding into poverty that pushes people into forced labor.”

Ang usapin ng forced labor at iba pang mga uri ng pagsasamantala at pagmamaltrato sa mga manggagawa ay isa sa mga prayoridad na pinagtutuunan ng atensiyon ni Jinggoy, laluna sa kanyang pamumuno sa Senate Committee on Labor, Employment and Human Resources Development.

Aniya, kailangang magtulong-tulong ang pamahala- an, industriya at lahat ng sektor upang tiyakin ang kapa-kanan, kagalingan at pag-unlad ng mga manggagawa.

Kabilang sa kanyang mga ipinursigeng hakbangin kaugnay nito ay ang:

1) Maintenance of industrial peace; 2) Promotion of employer-employee cooperation; 3) Labor education, standards and statistics; 4) Organization of the labor market including recruitment, training and placement of workers and exports of human resources; 5) Foreign workers in the Philippines; 6) Promotion and development of workers’ organization as well as employment-intensive technology; 7) National Labor Relations Commission Bill; 8) Ratification of the ILO Convention on Forced Labor.
