Pulitika sa PDAF issue

LUMALAKAS ang puna sa pamumulitika sa isyu ng Prio­rity Development Assistance Fund, laluna’t mabilisang idiniin ni Commission on Audit (COA) chairman Grace Pulido-Tan ang ilang personalidad ng oposisyon sa ginawa nitong “PDAF special audit” na sumasaklaw sa 2007, 2008 at 2009 (bago nagsimula ang administrasyong Aquino/Liberal Party).

Sa isang privilege speech ay pinansin din ito ni Sen. Jinggoy Ejercito Estrada, pati ang natuklasang pagkakasangkot ng ilang miyembro at kaalyado ng administrasyon na tila sinadyang hindi binabanggit ng COA. Narito ang ilang bahagi ng speech:

“Ayon sa COA report, mayroong 1.2 billion pesos in LGU transactions funded from PDAF na hindi nag-comply sa procurement law. Ilan sa mga pinanggalingan ng P1.2B na ito ay PDAF nina: (Senators) Miriam Defensor Santiago, Alan Peter Cayetano, (ex-Senators) Francis “Kiko” Pangilinan, Manny Villar.

…Si Congressman Neptali “Boyet” Gonzales, Jr. ng Mandaluyong… sa sarili nyang distrito nilalagak ang halos lahat ng kanyang PDAF… opisina niya mismo ang implementor ng kanyang PDAF. Ayon sa COA, 28 suppliers of Mandaluyong City denied having undertaken 167 transactions amounting to P28.744 M (and) there were transactions worth P263.676 M considered questionable as the suppliers were not legally and/or physically exis-ting. Meron pa ngang nakita ang COA na P6 M worth of transactions sa Jollibee!

…Si (An Waray) Party-list Representative Florencio Noel… nilagak ang kanyang PDAF sa Mandaluyong. Sinabi ng COA na P23.9 M worth of transactions did not comply with the procurement law and P9.6 M worth of transactions were with suppliers of questionable existence.

…The report was likewise peppered with information on anomalous transactions like the P388.3 M PDAF-related transactions of Mandaluyong, Taguig, Tarlac and Las Piñas considered questionable as purported suppliers were not legally and/or physically existing, cannot be located or have issued questionable receipts.

…The COA report covered PDAF releases to 371 legislators. Yet during the hearing… Chairman Pulido-Tan… named only four legislators --- Enrile, Revilla, Estrada and Honasan. Noong pinapabanggit na sa kanya ang iba pang legislators… biglang nahilo si Chairman Pulido-Tan at umalis ng senado.”
