Karapatan ng mga bata na nasa lugar na may labanan
SA Sabado (Disyembre 10) ay gugunitain ang International Human Rights Day. Isa sa mga pangunahing binibigyang-pansin dito ay ang karapatan ng mga bata na nasa sitwasyon at lugar na may kaguluhan o labanan.
Kaugnay nito ay ipinupursige ng aking anak na si Senate President Pro Tempore Jinggoy Ejercito Estrada ang Senate Bill 2840 (An Act Providing for the Special Protection of Children in Situations of Armed Conflict). Ang panukalang ito ni Jinggoy ay komprehensibong naglalatag ng mga karapatan ng mga bata para sa proteksiyon at pag-aasikaso. Ilan sa mga ito ay ang mga sumusunod:
l The right of special respect and protection against any form of abuse, neglect, exploitation and violation, especially in the context of armed conflict.
l The right to be treated as victims within the framework of restorative justice, social rehabilitation and promotion of their protection.
l To be protected from recruitment into the governmental armed forces or armed groups and from participation in armed conflict.
l To be immediately provided and have safe access to food and nutrition; basic shelter and housing; clothing; water, sanitation, and hygiene; health services; education, including religious and moral education.
l To enjoy their freedom of thought, conscience, religion or belief, opinion and expression; to associate freely and participate equally in legitimate community affairs.
l To be treated humanely in all circumstances, without any adverse distinction founded on race, color, religion or faith, gender, birth or wealth, or any other similar criteria.
l To be with their families, especially with their mothers, during evacuations and in evacuation centers.
l To seek safety in another part of the country and be protected against forcible return to resettlement in any place where their life, safety, liberty or health would be at risk.
l To be reunited with their families in case of separation due to armed conflict.
