Modernisasyon ng PAF
KAILANGANG isulong ang modernisasyon ng Philippine Air Force (PAF) at ang kabuuan ng Armed Forces of the Philippines (AFP). Ito ang idineklara ng aking anak na si Senate President Pro Tempore Jinggoy Ejercito Estrada.
Nakaaalarma ang ulat ng Commission on Audit (COA) na sa nagdaang 20 taon ay 156 crash incidents ang kinasangkutan ng mga eroplano ng PAF. Sa mga insidenteng ito umano ay 305 PAF pilots ang naging casualty, at hindi pa kasama sa naturang bilang ang iba pang mga opisyal ng militar at mga sibilyan na namatay rin sa insidente.
Nakikita umano na isa sa mga dahilan ng mga insidente ay ang pagiging masyadong luma na ang mga eroplano ng PAF.
Ayon sa COA, “It cannot be denied that wear and tear, as a consequence of ageing, cause mechanical and engine trouble leading to unwanted aircraft crashes.”
Dagdag nito, “With only 31 aging airplanes and 54 helicopters left… the PAF is ill equipped to be operationally responsive to national security and development and is hard pressed to efficiently and effectively serve the economic interest and welfare of the nation.”
Ang komprehensibong modernisasyon ng PAF at ng kabuuan ng sandatahang lakas ay noon pa ipinupursige ni Jinggoy, kabilang ang paglalaan ng sapat na pondo rito. Aniya, “the desired modernization of the AFP has not been fully realized since the passage of the AFP modernization program through Republic Act 7898 in 1995.”
Kaugnay nito iginiit niya ang pagpapatibay sa kanyang Senate Bill 693 (allocating to the AFP Modernization Act Trust Fund the collection from capital gains tax and value-added tax on the sale of real property and the share of the national government on all taxes, royalties and charges collected from the Malampaya natural gas project) bilang pandagdag na pondo sa naturang hakbangin. Isinusulong din niya ang SB 654 (establishing the Philippine Air Force Academy).
