Right to Reply(2)
Ang pagpapatuloy ng amendments base sa House Bill 3306, the substitute bill submitted by the Committee on Public Information.
An act granting the right of reply and providing penalties in violation thereof...Section 3 Where Reply is published or broadcast- the reply of the preson so accused or criticized shall published or broadcast not later than three days after the reply shall have been delivered to the editorial office of the publication concerned or to the station that carried the broadcast being repleid to. For weekly or monthly publications or broadcasts, reply shall be carried on the next issue of the publication or station broadcast.
Section 4-Obligation to publish or broadcast news item-When accused who featured in news stories in radio, broadcast, and/or print media is eventually cleared of the crime alluded to him, it is the obligation of the same publication or broadcast network to correct its previous report by publishing or broadcasting the findings of the court or police authorities to restore honor and integrity to his person.
Section 5-Length of Reply - the reply shall not be longer than the accustion or criticism as published or broadcast. The reply shall be subject to editorial discretion, especially when malicious or libelous allegations are aired, however, the full gist of the reply should be intact.
Section 6-Free of charge - the publication or broadcasting of the reply shall be free of charge, payment or fees. In the case of paid advertisements or broadcasts, the aggrieved party shall be afforded the same opportunity to pay for the same in order to publish or air the reply.
Section 7-Limitation of the Right or Reply - In order to avoid an endless cycle of point and counterpoint, the right to reply shall be used to answer and clarify the points raised in the original publication or broadcast. Any subsequent publication or broadcast in reponse to the re;y shall not be subject to anonther reply, except if new points are raised or new information or data is provided.
Section 8. Penalties - the editor-in-chief and the publisher or station manager and owner of the broadcast medium who fails or refuses to publish or broadcast the reply or the correction of the news item as mandated in this Act shall be fined an amount not exceeding P10,000 fisrt offense, P20,000 second offense, P30,000 for the third offense, P50,000 for the 4th offense ang P100,000 and the suspension of franchise of broadcast or print medium outlet or station for 30 days for the 5th and succeeding offenses.

Ang ‘right to reply’ bill ay pansamantalang pinaidlip muna sa Kamara para mabigyan ng panahon ang media organizations na magbigay ng kanilang mga recommendation para sa malayang pamamahayag.

Hinihintay ni House Speaker Prospero C. Nograles ang mga rekomendasyon from the media groups bago matalakay ang right to reply measure sa plenary sa muling pagbubukas ng Kamara sa susunod na buwan.
