This is with reference to the Memorandum issued by Atty. Lina L. Estrada, Regional Director, dated January 09, 2004, the undersigned approval of the appointment to the plantilla position of the Supervising Transportation Regulation Officer, LTO Lucena District Office and further attesting that the said position is made on a permanent basis by the Civil Service Commission.
Upon receipt of the said Memorandum, I, the undersigned was about to immediately comply but was prevented to do so because it was pointed out to me that the order falls under the Election Ban. However, the COMELEC, has confirmed that a request excluding the order from the Election Ban can be made by the immediate superior of the undersigned.
In line with this, I would like to seek you most valuable assistance for the Letter of Request to COMELEC to exclude the order from the Election Ban, for implementation and made binding on the said order and memorandum. Further, the COMELEC has been instructed that the Letter of Request must also state the persons name with their respective positions and/or plantilla, their present position holding now, and their supposed to be designated position.

MUKHANG HINDI MATAPOS —TAPOS ang gulo dito sa LTO LUCENA. Nanawagan po tayo kay Ms Lina Estrada, Regional Director ng Region 4 ng LTO para mamagitan dito at magbigay ng kanilang panig.
Nais ko ring ipabatid kay Ms Estrada na napakarami kong text messages at tawag sa telepono na natanggap na laganap ang mga fixers d’yan sa LTO Lucena. Magbayad ka lang daw at hindi na kailangan pa ng DRUG TEST.
Dapat maibistigahan ito. Magpapadala kami ng surveillance team kung totoo ngang may ayusan sa Drug Testing dahil karamihan sa ating mga aksidente ay bunga ng mga drivers na gumagamit ng ipinagbabawal na gamot.
Mismong si Secretary Joey Lina ang nagsabi na karamihan sa mga gumagamit ng bawal na gamot ay mga drivers ng mga truck kung saan mahahabang biyahe ang kanilang tinatahak upang hindi sila antukin.
Maganda ang prinsipyo na kailangan magpa-drug test ang isang driver bago mabigyan ng lisensya. Subalit, kung ito’y naaayos at hindi ipinatutupad, bale wala ang lahat ng ito. Buhay na ng tao ang nakataya dito. Ipinapahamak ninyo para sa konting halaga. Buhay pa kayo, sinusunog na ang kaluluwa ninyo sa impierno.
