Madame President, please help Mrs. Exuperancia V. Aguilar, MBA, MPA, SVTRO (Supervising Transportation Regulation Officer) to be back in her office plantilla in LTO Lucena District Office being the chief of the said office with the status of permanent by the Civil Service Commission with the effectivity date on 30 October 2003 in the reference number of DOTC-OSEC OUTGOING 33115; as of now, Mrs. Aguilar is the chief of Quezon Licensing Center but Licensing is only a section of LTO Lucena District Office.

The memorandum of LTO — Region IV-A dated 09 January 2004 with the signature of Atty. Lina L. Estrada, Regional Director; the approved appointment of Mrs. Exuperancia V. Aguilar, MBA, MPA, SVTRO (chief of Lucena District Office) was not been implemented because of the alibi of having an COMELEC Election Ban. But the COMELEC inform that they can give an EXEMPTION if the immediate superior or any superior of Mrs. Aguilar will make a proper request letter to the COMELEC for the exemption. But the LTO — RO IV-A don’t give a proper letter of request to the COMELEC for the exemption of Mrs. Aguilar to be immediately implement her appointment.

The proper letter of request for exemption in election ban that the COMELEC required must have the content of the: person(s) name, plantilla rank/item of the person(s), present designation of the person(s), and transfer to what designation?

On 19 January 2003, Mrs. Aguilar make a Letter of Request that addressed to Ms. Anneli R. Lontoc, Assistant Secretary of Land Transportation Office dated 19 January 2003 and the letter was also received by LTO OASSEC on the same day by Rose; Mrs. Aguilar request to Ms. Lontoc to give her a letter of request to the COMELEC for her exemption to be immediately implement her approved appointment. But until now, her approved appointment is pending to implement.

Therefore, Mr. Ramon M. Mendeja, Supply Officer (stockroom custodian) still the irregular/illegal chief/head of LTO Lucena District Office. And Mrs. Exuperanica V. Aguilar, MBA, MPA, SVTRO (chief of LTO Lucena District Office) will be retained as chief of Quezon Licensing Center because no turnover will be happen. Their will be two designated chief in one office plantilla of LTO Lucena District Office. LTO Lucena District Office and Quezon Licensing Center is only in one office plantilla of the CSC because Licensing are among the section of LTO District Office.

Ms. Anneli R. Lontoc, Ass. Sec. of LTO and even the CSC are inefficient to do an action against the illegal/irregular designation of Mr. Ramon M. Mendeja, Supply Officer 1 (stockroom custodian) as chief/head of LTO Lucena District Office.

Last year dated 20 January 2003, Mrs. Exuperancia V. Aguilar, MBA, MPA, SVTRO become OIC of LTO Lucena District Office through the Office Order No. 03-005 dated 17 January 2003 signed by Atty. Lina L. Estrada, Regional Director.

But on 27 January 2003, Mr. Ramon M. Mendeja, Supply Officer 1 (stockroom custodian) was immediately replaced Mrs. Exuperancia V. Aguilar, MBA, MPA, SVTRO without a valid reason through an Office Order Number 03-008 dated 23 January 2003 signed by Atty. Lina L. Estrada, Regional Director. It is impossible for an stockroom custodian to immediately replace the higher rank without a valid.

These was a clear indication that Mr. Ramon M. Mendeja, Supply Officer 1 (stockroom custodian) was supported/recommended by a politicians/government officials to make him immediately as irregular/illegal chief/head of LTO Lucena District Office by immediately replacing Mrs. Exuperancia V. Aguilar, MBA, MPA, SVTRO without a valid reason.

These shows that Mrs. Exuperancia V. Aguilar, MBA, MPA, SVTRO become among the subordinates of Mr. Ramon M. Mendeja, Supply Officer 1 (stockroom custodian) because Mrs. Aguilar was assigned in the Licensing among the section of LTO Lucena District Office.

Quezon Licensing Center is only section of LTO Lucena District Office because it had one office plantilla in the Civil Service Commision. But these office has two designated chief/head of the office.

On 4 February 2003, Mrs. Exuperancia V. Aguilar, MBA, MPA, SVTRO filed a Letter of Complain with attached documents in the Civil Service Commision (CSC) Region IV Office. .

Until now, CSC — RO4 headed by Ms. Imelda A. Abueg, CESO III, Director IV is inefficient to do an action against Mr. Ramon M. Mendeja, Supply Officer 1 (stockroom custodian) as irregular/illegal designated chief/head of LTO Lucena District Office. It shows that CSC tolerate these kind of irregular/illegal designation in the government through your administration; but the CSC can’t proved the reference in the constitution (Article, Section, Paragraph) that will be tolerated and accepted the replacing of the higher rank by a lower rank without a valid reason.

Mrs. Exuperancia V. Aguilar, MBA, MPA, SVTRO informed Ms. Anneli R. Lontoc, Ass. Sec. of LTO through the letter dated 25 September 2003. The letter informed Ms. Lontoc that LTO Lucena District Office had two designated chief/head. But in reality, Mr. Ramon M. Mendeja, Supply Officer 1 (stockroom custodian) was irregular/illegal designated as the chief/head of LTO Lucena District Office; and Mrs. Exuperancia V. Aguilar, MBA, MPA, SVTRO (chief of LTO Lucena District Office) was designated as the chief of Quezon Licensing Center.

But Ms. Anneli R. Lontoc, Ass. Sec. of LTO is inefficient to do an action against Mr. Ramon M. Mendeja, Supply Officer 1 (stockroom custodian) for the irregular/illegal designated as chief/head of LTO Lucena District Office; despite that the CSC office plantilla of LTO Lucena District Office and Quezon Licensing Center was in one office plantilla; and the Licensing are among the section of LTO District Office.

The wife of Mr. Ramon M. Mendeja, Supply Officer 1 (stockroom custodian) namely Mrs. Remedios C. Mendeja is the cashier in Quezon Licensing Center; therefore, Mr. & Mrs. Mendeja is working in one office plantilla of the CSC in LTO Lucena District Office and that was against the law because it is a NEPOTISM.

Madame President, those incidents were so ridiculous because the people are paying taxes to the government for the efficient public service but those incidents happened in LTO were indication of the inefficient public service of your administration to the people.

The Civil Service Commission (CSC) is the government office that knows all the government employees. Any promotions/designation/changes of government employees in the respective government offices, the CSC is always received a copy. The CSC is duty bound to ensure that the government employees to be promote/designate is the most qualified among the qualified candidates from respective government offices, to ensure the efficient performance of the government in public service.

Madame President, it is already one year when Mrs. Exuperancia V. Aguilar, MBA, MPA, SVTRO replaced by her staff Mr. Ramon M. Mendeja, Supply Officer 1 (stockroom custodian) without a valid reason. Until now, Mr. Mendeja still the irregular/illegal chief/head of LTO Lucena District Office and Mrs. Aguilar was among his subordinates in Quezon Licensing Center because Licensing is only section of LTO District Office.

Madame PGMA, please help Mrs. Exuperancia V. Aguilar, MBA, MPA SVTRO (chief of LTO Lucena District Office) to be back in her office plantilla as chief of LTO Lucena District. LTO Lucena District Office and Quezon Licensing Center is in one office plantilla because Quezon Licencing Center are among the section of LTO Lucena District Office.
