Survey shows top-performing Metro Manila lawmakers

MANILA, Philippines — A non-government organization conducting surveys about the measurable index of governance among members of the House of Representatives has released a poll that showed the top-performing lawmakers in Metro Manila.

The RP-Mission and Development Foundation or RPMD, which conducts independent and nationwide public sentiment surveys such as the “Boses ng Bayan,” released its latest survey in a press conference held at the BGC recently.

RPMD executive director Paul Martinez said the respondents evaluated lawmakers based on district representation, legislative performance, constituent service, visibility, responsiveness to local concerns and overall trustworthiness.

Ranked at the top are Reps. Toby Tiangco of Navotas, Miro Quimbo of the second district of Marikina and Ralph Tulfo, son of Senator Raffy and nephew of Senator Erwin, of Quezon City’s second district.

Together in second place are Reps. Patrick Michael Vargas of QC’s fifth district, Brian Raymund Yamsuan (Parañaque, 2nd district), Oscar Malapitan (Caloocan, 1st district), Dean Asistio (Caloocan, 3rd district) and Marivic Co-Pilar (QC, 6th district).

Ranked in third are Reps. Benny Abante (Manila, 6th district) and Gerald Galang (Valenzuela, 2nd district), followed by Reps. Ernix Dionisio and Giselle Maceda of Manila’s first and fourth districts, respectively, at fourth.

In fifth are Reps. Arjo Atayde of QC’s first district, Joel Chua (Manila, 3rd district), Roman Romulo of the lone district of Pasig and Antonino Calixto of the lone district of Pasay.

At sixth are Reps. Queenie Gonzales of the lone district of Mandaluyong, Edgar Erice of Caloocan’s second district, Jaime Fresnedi of the lone district of Muntinlupa and Kenneth Gatchalian of the first district of Valenzuela.

The seventh rank goes to Reps. Irwin Tieng of Manila’s fifth district and Ysabel Maria Zamora of San Juan while at eighth is Rep. Bong Suntay of QC’s fourth district.

At ninth spot are Reps. Marcy Teodoro of Marikina’s first district and Monique Lagdameo (Makati, 1st district).

At 10th spot is neophyte Rep. Mark Anthony Santos of Las Piñas.

“Today’s constituents are no longer satisfied with mere visibility or political branding. Voters now demand measurable governance, stronger district representation, accessibility, responsiveness and concrete public service delivery from their elected officials,” Martinez said.

He emphasized that Metro Manila voters are becoming increasingly performance-driven and governance-oriented, reflecting a major shift in voter expectations across the National Capital Region.

The RPMD survey was conducted from April 1 to 8, through face-to-face interviews with 3,500 randomly selected respondents from various socio-economic classes, with a margin of error of ±2%.
