Council denies giving OK to condo project in Greenhills
MANILA, Philippines — The Mandaluyong City Council has denied issuing a resolution or permit allowing the development of a proposed 72-story high-rise condominium along Ortigas Avenue within Barangay Wack-Wack.
In a certification dated Aug. 5, the Sangguniang Panlungsod said it has not approved any resolution or received any permit application related to the project, which would rise within Greenhills East Village.
“The Council has neither received any nor has it knowledge whatsoever of any permit issued by Barangay Wack-Wack involving the project,” the certification read.
The document was signed by Vice Mayor Antonio Suva Jr. and 12 city councilors.
Sen. Erwin Tulfo earlier accused barangay and homeowner's association officials of issuing a permit, leading to a heated exchange.
Residents of Greenhills East also launched earlier a petition to block the project, arguing that it violates the city’s Green Building Ordinance and comprehensive land use plan.
They welcomed the certification, calling it a step toward ensuring transparency and compliance with local measures, as they warned that the developer may invoke the Ease of Doing Business Act or Republic Act 11032 to bypass standard procedures.
There were reports that the developer has submitted project requirements to the barangay without holding public consultations or securing clearances from stakeholders such as Greenhills East homeowners, La Salle Green Hills, Santuario de San Jose and the regulatory agencies, including the Department of Environment and Natural Resources.
Tulfo, who joined a recent town hall meeting with residents, voiced opposition to the project, citing concerns over safety, traffic, zoning and lack of consultation.
“This is not just about a building,” Tulfo said. “It’s about protecting the character of our neighborhood, our safety, our traffic systems and, most importantly, our right as residents to be heard.”
