NCAP violators to receive text, email notices – MMDA

MANILA, Philippines — Text messages and emails will be sent to motorists whose traffic violations were recorded through the no-contact apprehension policy or NCAP, according to the Metropolitan Manila Development Authority (MMDA).
“Video footage will be reviewed for manual validation and verification. As soon as the validator confirms the traffic violation, a motorist will receive text and email notices,” MMDA Chairman Romando Artes said.
During a demonstration yesterday, the text message showed: “May huli ka! A traffic violation was recorded for your vehicle with plate number ABC123. Please visit the official MMDA May Huli Ka portal using your plate/conduction number and MV file number for verification.”
The notices will not contain links redirecting users to scams, according to Artes.
Sending notices through email and SMS proved to be cost-effective as the MMDA would spend only 23 centavos per text message, Artes said.
The MMDA has recorded about 31,000 traffic violations through the NCAP.
Of the number, 17,000 were validated, with 15,000 notices sent through snail mail.
Traffic violators are flagged by the MMDA using closed-circuit television cameras powered with artificial intelligence.
Artes urged motorists to update their contact information in the land transportation management system of the Land Transportation Office.
