Shear line, ITCZ, amihan bring heavy rains across Luzon

MANILA, Philippines — Heavy rains and potential flooding are expected across multiple regions of the Philippines on Monday, December 30, as three weather systems affect the country.

The shear line is bringing cloudy skies and scattered rains to eastern sections of Central and Southern Luzon, particularly affecting Mainland Cagayan, Isabela, Aurora, Quezon, Rizal, Laguna, Oriental Mindoro, Marinduque, and parts of Bicol Region. Moderate to heavy rainfall (50-100 mm) is expected in Cagayan, Isabela, Aurora, and Quezon.

The Intertropical Convergence Zone, meanwhile, is affecting Palawan, Visayas, and Mindanao. Areas under its influence include Zamboanga Peninsula, MIMAROPA, Caraga, and parts of Mindanao, with significant rainfall expected in Northern Samar, Samar, Eastern Samar, and Dinagat Islands.

The northeast monsoon is bringing cloudy skies with rains to the Cordillera Administrative Region and remaining parts of Cagayan Valley, while causing partly cloudy to cloudy conditions with isolated light rains in Ilocos Region and the rest of Central Luzon.

Risks

• Flash floods or landslides are possible in areas experiencing moderate to heavy rains.
• Higher rainfall impact expected in mountainous and elevated areas.
• Areas with significant previous rainfall may experience worsened conditions.

Marine conditions

• Strong northeast winds will create rough seas (2.8 to 4.0 meters) in Northern Luzon and eastern sections of Central and Southern Luzon.
• Moderate to rough waters (2.1 to 3.4 meters) expected in the rest of Luzon and eastern Visayas.

Metro Manila outlook. The capital region will experience partly cloudy to cloudy skies with isolated rain showers or thunderstorms, with temperatures ranging from 23.4°C to 29.3°C.
