MANILA, Philippines — Local government units (LGUs) should ensure that functional violence against women (VAW) desks are available in every barangay nationwide.
Interior Secretary Benhur Abalos issued the directive, stressing the need to immediately and effectively address VAW cases at the community level.
Abalos said barangay VAW desk officers should be trained in handling gender-sensitive cases and should be supported by barangay officials.
Under Department of the Interior and Local Government (DILG) Memorandum Circular 2023-104, all provincial, city and municipal LGUs are expected to provide technical and financial assistance to barangays to set up VAW desks.
Aside from recognition, the DILG said incentives should be given to barangays with exemplary performance in addressing gender-based violence issues.
Women‘s desks should be within or near the barangay hall and have the necessary resources to assist victims, including first aid kits and supplies to document cases and preserve evidence.
The setting up of women’s desks in every barangay is provided under the implementing rules and regulations of Republic Act 9710 or the Magna Carta of Women.
