Manila issues ordinance on voluntary masking

MANILA, Philippines — The Manila city government has approved an ordinance easing the face mask mandate by making its use voluntary outdoors.

But Mayor Honey Lacuna still reminded residents to mask up in crowded areas amid the rising cases of COVID-19 in the city.

Lacuna signed Ordinance No. 8901, which amended Ordinance 8627 that made wearing of face masks mandatory in public places in Manila.

“The voluntary wearing of face masks in open spaces and non-crowded areas with good ventilation is hereby allowed,” the ordinance read.

Lacuna said those who are not fully vaccinated, senior citizens and immunocompromised are encouraged to wear face masks in public places and “physical distancing must be observed at all times.”

The ordinance was issued following President Marcos’ approval of the move nationwide, effective immediately, as recommended by the Inter-Agency Task Force for the Management of Emerging Infectious Diseases.

Lacuna encouraged these vulnerable sectors to get the life-saving COVID-19 vaccines and booster shots.

She said the use of face masks indoors is still mandatory.

But there are exceptions to taking off face masks when outdoors, Lacuna, who is a doctor, said.

Participants in superspreader events such as Christmas bazaars in Divisoria or devotees during the feast of the Black Nazarene in Quiapo will be “highly encouraged” to mask up because of the difficulty of observing social distancing in these places, Lacuna said.

While wearing of face masks outdoors will be voluntary, Lacuna said COVID-19 cases in Manila are increasing.

Data from the city health office showed that there are over 300 active COVID infections in the city, from 190 cases last week.

Manila had recorded 317 active COVID cases as of yesterday.
