Ilocos Sur regulates kite flying

BAGUIO CITY, Philippines — Kite flying may soon be regulated in Ilocos Sur to avoid accidents, some of which cause deaths, members of the Sangguniang Panlalawigan said yesterday.

The proposed ordinance, already passed on third and final reading, regulates the flying of kites near national highways, power and telecommunication lines.

It also prohibits the use of thread made out of plastic, nylon or similar synthetic materials, including Chinese thread called “medron” which is coated with glass or metallic components.

There would be accompanying fines and penalties for violators.

In passing the ordinance, provincial legislators cited numerous instances when kites get entangled with power and communication lines and facilities, causing power interruptions, damaging electrical assets and leading to accidents that result in injury or death.

They cited a report of the Vigan City police station in which a motorcycle rider’s throat was cut by a kite string dangling in the middle of the highway.

Under the measure, kite flyers will have to secure permission from barangay officials first.

Also, minors will not be issued permits to fly kites without being accompanied by persons of legal age.
