Blackout to hit 3 Luzon provinces

TUGUEGARAO CITY, Philippines – A six-hour blackout will be experienced in Cagayan, Kalinga and Apayao today, according to the National Grid Corp. of the Philippines (NGCP).

Lilibeth Gaydowen, NGCP-Northern Luzon spokesperson, said the power outage from noon to 5 p.m. would pave way  for upgrading works at the Tuguegarao substation.?
