Six Manila cops face criminal raps before Ombudsman
MANILA, Philippines - Six Manila policemen are now facing various criminal charges before the Office of the Ombudsman, the Criminal Investigation and Detection Group said on Thursday.
CIDG Director Benjamin Magalong said his office has filed several charges against the six members of the Manila Police District Station 6 in Sta. Ana, Manila before the Deputy Ombudsman for Military and Other Law Enforcement Offices.
Magalong said the cases stemmed from the complaints of Vincent Samson and his live-in partner, only identified as Mila against Senior Police Officer 4 Anthony Carpio, Senior Police Officer 3 Emmanuel Bautista, Senior Police Officer 1 Victor Amisola, Police Officers 1 Jaycee John Galutera, Joseph Casimiro, and Teodorico Arias.
Magalong said that sometime in May, the policemen forcibly took Samson from his house and handcuffed him outside an alley for allegedly being a drug peddler. Samson was later brought to the police station.
The cops demanded Samson to pay P50,000 which was lowered to P3,000 while Carpio forced Mila to have sex with him for her partner's release from detention.
Cases for violations of Article 294 of the Revised Penal Code (Robbery Extortion), Article 128,(Violation of Domicil), Article 269 (Unlawful Arrest), Article 124 (Arbitrary Detention) and Republic Act 3019 (Anti-Graft and Corrupt Practices) against the six policemen.
The CIDG also filed an additional rape case against Carpio.
The six cops are now under restrictive custody of the MPD director.
