DAVAO CITY, Philippines – Illegal drug charges were filed the other day against 31 people, including a Korean national and a 16-year-old, who were arrested in a raid on suspected drug dens in Barangay Ilang here last Friday.
Mayor Rodrigo Duterte said he would like to talk to the arrested Korean national, a certain Kwak Ki Chul, to assure the Korean government that his rights would be respected.
