CSC: Aurora exec’s appointment legal

BALER, Aurora , Philippines– The Civil Service Commission (CSC) has affirmed the legality of the appointment of a provincial department head, as it dismissed the protest filed by one of his subordinates.

In a four-page decision, lawyer Myrna Macatangay, CSC regional director for Central Luzon, upheld the appointment of Jude Carmelo Fulgar as chief of the provincial human resource management office (PHRMO).

The CSC threw out the protest filed against Fulgar’s appointment by Lourdes de Castro, supervising administrative officer of the PHRMO. De Castro is the wife of provincial administrator Simeon de Castro.

The case against Fulgar arose when he was designated PHRMO chief with a salary grade of 26 on a permanent capacity on Nov. 15, 2012 by then governor, now Rep. Bellaflor Angara-Castillo. CSC assistant regional director Carlos Rabang approved the appointment last Feb. 4.

In her protest, De Castro said Fulgar’s appointment violated civil service rules and regulations and that he lacked the minimum qualifications required by law.
