Arroyo wants to 'reform agrarian reform', move DAR to Davao

During her State of the Nation Address Monday, President Gloria Arroyo said Monday reforms shall democratize success and added that she would start with agrarian reform.
"Reform agrarian reform," she declared to heavy applause.
She said that the government will spend billion creating farms-to-market roads and helping transform farmers into businessmen.
She likewise said the government is planning to move the office of the Department of Agrarian Reform from Manila to Davao.
