The President thanked media entities and other groups which have launched relief campaigns for the flood-stricken families.
Among other measures, the President directed the National Disaster Coordinating Council (NDCC) to redouble its relief operations through intensive airdrops of relief goods in isolated barangays in the two provinces.
Defense Secretary Avelino Cruz, who chairs the NDCC, said the President issued the directives during an emergency meeting in Malacañang Wednesday night.
Cruz himself appealed to the private sector to extend assistance to the estimated 30,000 families affected in Oriental Mindoro and 5,000 other families in Palawan.
The President said relief donations can be coursed through media outlets doing relief campaigns, the NDCC at Camp Aguinaldo or the Department of Social Welfare and Development.
Cruz said the donations can also be delivered directly to the relief center at the grandstand of the Villamor Air Base in Pasay City.
He said the flood victims urgently need food, medicines, bottled water and mats, among other relief goods.
The President made the appeal for relief assistance as she gave residents of Barangay Magtanggol in Pateros a "Christmas gift" ample water supply.
The President said Filipinos who have not been affected by the calamity must be thankful and share their blessings.
Although no more heavy rains are expected that could worsen the floods in Oriental Mindoro and Palawan, the President said it will take some time to repair the damaged roads and bridges to gain access to the isolated communities.
The President has visited some of the affected areas in the two provinces, distributing relief goods and ordering the immediate repair of damaged infrastructure.
