The Department of Social Welfare and Development (DSWD) provides the answer: Quezon, Zamboanga del Norte, Lanao del Norte, Davao del Norte, Sarangani, Agusan del Norte, Iloilo, Ifugao, Masbate, Siquijor and Eastern Samar.
