MANILA, Philippines — The Metro Manila Council (MMC) is considering a single-ticketing system to boost the campaign against littering amid Monday’s massive flooding in the region.

At a press conference yesterday led by the Metropolitan Manila Development Authority, Las Piñas Rep. Mark Anthony Santos made the proposal to “form a practical, coordinated and workable solution” on flooding and waste management.

“We know that trash has no boundaries. Garbage thrown in the city can eventually find its way into the drainage systems, creeks, rivers and waterways that cross to neighboring cities,” Santos said.

“That is why I hope we can explore the establishment of a common minimum standard against littering and illegal dumping across Metro Manila while respecting the authority of every local government to enact and enforce its own ordinances,” he added.

Beyond the sanction, Santos expressed hope that the measure would help in implementing efficient garbage collection and disposal, proper segregation and recycling, adequate waste management facilities, sustained information campaigns as well as continuous public education.

He said the proposal seeks “dedicated, properly trained and duly deputized garbage police units” in Metro Manila.

MMC president and San Juan Mayor Francis Zamora and MMDA Chairman Don Artes said they would review the proposal.

“The proper management of solid waste is not only an environmental concern, but also a critical part of our flood mitigation efforts,” Artes said. “We support initiatives that will strengthen discipline, harmonize enforcement and encourage every Metro Manila resident to take responsibility for their waste.”

Zamora said the anti-littering fine across all LGUs has been increased to P5,000. The municipality of Pateros imposes a fine of P2,500.
