MMDA to review apprehension policy

MANILA, Philippines - The Metropolitan Manila Development Authority (MMDA) will review its policy in apprehending erring motorists following the death of traffic constable Sonny Acosta who was dragged by a car in Cubao, Quezon City last week.

MMDA Chairman Francis Tolentino said yesterday a review of the agency’s protocols is needed.

“We will revisit our apprehension procedures. If you look at Acosta’s case, he was even courteous with the erring driver,” Tolentino said.

Acosta died from head injuries Tuesday afternoon at the St. Luke’s Hospital in Quezon City, four days after he was dragged and run over by a Mitsubishi Adventure (AAB-4197).

Mark Ian Libunao, who was arrested by the Quezon City Police District, is a “fall guy,” according to Tolentino.

The MMDA chief said several witnesses have pointed to an older looking man as the driver of the van that dragged Acosta.

Libunao has denied being the driver of the van. He is facing a complaint for reckless imprudence resulting in serious physical injury.

The vehicle was traced to Dante Borguete of San Miguel, Bulacan.

Police said Libunao works as a driver for Borguete’s father-in-law.

Reports said Acosta pulled over the motorist driving the van for entering the lane designated for provincial buses in Cubao.

As the traffic enforcer was about to confiscate the motorist’s license, the latter rolled up the window and sped off.

Acosta, whose arm was stuck in the window, was dragged along the street.

Tolentino said they would leave the investigation of the incident to the police.

He said the MMDA would extend assistance to Acosta’s family.

Tolentino urged witnesses to come out and identify the real driver of the van.
