MANILA, Philippines - A Manila policeman, already facing child abuse charges for slapping a 17-year-old boy, was charged yesterday by the boy’s mother for grave misconduct and grave abuse of authority before the People’s Law Enforcement Board (PLEB).
Manila social welfare chief Jay de la Fuente helped the boy’s mother file the charges against Police Officer 1 Donald Martin of the Manila Police District’s Tourist Police.
Martin was seen on a surveillance camera video slapping the boy twice while reportedly under the influence of liquor at around 2:45 a.m. on Feb. 4. The boy said he was cleaning up the front yard of their house in Gagalangin, Tondo after a party when Martin showed up, asked what happened, and slapped him twice.
