The director of a hospital in Tondo filed charges against a Manila policeman who allegedly repeatedly shouted at her after she asked him to move his motorcycle, which was blocking the entrance to the hospital parking lot.
Police Officer 3 Arnel Joson, detailed at the District Mobile Force of the Manila Police District, is facing charges of obstruction, oral defamation, unjust vexation and threat filed by Dr. Evangeline Morales, officer-in-charge of the Gat Andres Bonifacio Memorial Medical Center.
Morales personally reported her complaint to MPD director Chief Superintendent Roberto Rosales, who in turn tasked Senior Inspector Edgar Reyes of the General Assignment Section to investigate Joson.
In her complaint, Morales said that at around 9:45 a.m. Thursday she was about to enter the parking area of the hospital when her car was blocked by a white police motorcycle. She said she asked the policeman, who gave his name as “De la Cruz,” not to block the gate but he shouted that there was enough space for her to maneuver her car.
She said she asked the policeman to move his motorcycle, but instead the lawman started to berate her. She also saw the nameplate on his shirt was “Joson.”
When Morales warned Joson that she would report his arrogant behavior to his superiors, she said Joson told her, “Go on report me. I will get back at you if I will be dismissed,” and continued to hurl expletives at her.
Morales said the policeman’s behavior and threats were observed by several witnesses, including the hospital guard and pedicab drivers.
The doctor identified Joson through his personal data sheet at the MPD headquarters. Reyes immediately summoned Joson, who was assigned at the MPD headquarters, but GAS operatives could not locate him at his unit.
A separate administrative charge is being prepared against Joson.
