Of the total 44,042 examinees, only 4,971 or 11.29 percent passed the National Police Commissions (Napolcom) police entrance and promotional examinations last Nov. 26, 2006.
Interior and Local Government Secretary (DILG) Secretary Ronaldo Puno said 39,071 flunked the tests held at various testing centers nationwide.
Results revealed that in the Philippine National Police (PNP) entrance test, a requirement for initial appointment to the rank of Police Officer 1 (PO1), only 3,017 or 9.40 percent out of the 32,097 examinees passed. Of the 11,945 examinees who took the promotional tests, 1,954 or 16.36 percent made it with 1,683 in the Police Officer category, 265 in the Senior Police Officer, four in the Inspector tests and only two in the Superintendent examinations.
Puno identified those who passed the Superintendent tests as Romaldo G. Bayting and Rommil M. Mitra while those who passed the Inspector exams were Walter Annayo, Joewie Lucas, Roberto Mupas and Joepet Paglinawan. According to him, the passing percentage rate in the last PNP entrance and promotional examinations is higher compared to that of May 2006 where only 8.03 percent made it.
"The low passing rate in both exams may be attributed to the Commissions continuous upgrading of standards on its police examinations in line with its sustained effort to professionalize the PNP by ensuring that only the best and most qualified individuals are admitted and promoted in the police service," Puno, who is also chairman of Napolcom, said.
Napolcom officer-in-charge Linda Malenab-Hornilla said that the Commission is at the forefront in its campaign for an improved quality of police service which means that only the cream of the crop can enter the PNP.
She said that the list of successful examinees is already posted at the Napolcoms central office in Makati City and can be viewed at the Napolcom website at www.napolcom.gov.ph.
"Individual reports of rating will soon be mailed out to all examinees. Verification of test results will be entertained on Feb. 7 by the Napolcom central office and its regional offices nationwide," Hornilla said.
