Lorna Misa, ESC chief, identified the arrested men as Edsel Casero, 24, driver, and Ronaldo Prudenciado, 25 both of Tramo Heights, Sucat Parañaque.
The two were arrested at around 2 a.m. after they were found unloading plastic bags of discarded and rotting meat scraps along Service Road, South Superhighway in Barangay Sucat, Muntinlupa outside the Solid Mills factory.
The two were said to be employees of a meat dealer firm in Sucat, Parañaque.
Misa said POSO and ESC men had put the said factory establishment under surveillance due to repeated improper dumping of garbage in its front yard.
Misa also said that the wastes they discovered disposed of in front of other establishments and sidewalks did not originate from the city but from nearby cities such as Parañaque.
Aside from being from outside the city, the wastes were not classified as municipal ones (domestic/residential wastes) because it included remains of slaughtered animals, car spare parts and the likes.
She said the two suspects were detained at the city jail facing charges of violations of Municipal Ordinance 88-06 or the illegal dumping of waste refuse and Presidential Decree No. 825 or the Improper Disposal of Garbage. Rainier Allan Ronda
