Ordinance grants financial assistance to Mandaue employees

CEBU, Philippines - Regular and job order employees of the Mandaue City hall can now avail of financial assistance from the city government if they are unable to work or get confined in hospital due to sickness, injury, or accident which occurred during the performance of their duty.

This as a separate financial aid will also be given to their families if they die while in the performance of their duty.

The financial assistance came after the city council yesterday approved in mass motion the draft ordinance authored by city councilor Emmarie “Lolypop” Ouano-Dizon granted financial or burial assistance to city government employees who figure in accidents while performing tasks in line of their work.

For a city government employee to avail of the financial assistance, he should present proof of hospitalization such as the original copy or certified true copy of their medical certificate signed by an attending physician.

But in the event that the attending physician is a private doctor, a certification from a government doctor must be obtained.

The employee is also required to secure a certification from his department head verifying he is a city government employee and the certification will also include the cause of confinement and the time and place of accident.

The employee is also required to secure a police report regarding the accident.

While for the claims for burial assistance, the beneficiary should submit a certification from the department head verifying that the deceased is employed by the city and is assigned to his office at the time of death, certified true copy of the death certificate and sufficient identification and proof or relationship of the claimant, and a marriage contract shall be presented by a surviving spouse if the deceased is married.

The financial assistance will be extended to the employee if he is alive and for claimant for the burial assistance is the deceased employee’s beneficiary.

Ouano-Dizon’s ordinance stipulates that an injured employee will get a minimum of P25,000 to P50,000 in financial aid if he lost an eye, hand, foot , an arm or leg while in the performance of duty.

While P10,000 and a maximum of P25,000 if an employee loses any part of his body which is not stated above or has been ill or unable to work for 30 days.

While P25,000 burial assistance will be extended if an employee dies while working.

Ouano-Dizon earlier said she was prompted to draft the ordinance after a government employee for the past 23 years, sought financial aid from the city government after he was hit by a passenger vehicle while supervising a clean and green activity at the Reclamation Area.

However, no aid was extended to him since no city ordinance exists which would compel the city to provide financial support.
