MANILA, Philippines (First published 12:43 p.m.) — Super Typhoon Nando (international name: Ragasa) is bringing dangerous winds and causing heavy rain and storm surge as its eye currently passes very close to Babuyan Island on Monday afternoon, state weather bureau PAGASA said.

At 1 p.m., Nando’s center was over the coastal waters of Babuyan Island in Calayan, Cagayan, moving west at 25 kilometers per hour (kph).

PAGASA said the typhoon packed maximum sustained winds of 215 kph near the center, gusts of up to 295 kph, and a central pressure of 910 hPa.

The bureau also reported that the cyclone's circulation has expanded, with typhoon-force winds extending up to 650 km from the center.

Wind signals raised

PAGASA hoisted the highest tropical cyclone wind signal Signal No. 5 over the Babuyan Islands, where extreme winds pose an “extreme threat to life and property.”

Other areas under wind signals include:

  • Signal No. 4 (significant to severe threat): Southern Batanes, northern mainland Cagayan, northern Ilocos Norte.
     
  • Signal No. 3 (moderate to significant threat): Rest of Batanes, central Cagayan, parts of Apayao and Ilocos Norte.
     
  • Signal No. 2 (minor to moderate threat): Rest of Cagayan, Isabela, Apayao, Abra, Kalinga, Mountain Province, Ifugao, northern Benguet, northeastern Nueva Vizcaya, Ilocos Sur, northern La Union.
     
  • Signal No. 1 (minimal to minor threat): Quirino, rest of Nueva Vizcaya, rest of Benguet, rest of La Union, Pangasinan, Aurora, Nueva Ecija, Bulacan, Tarlac, Pampanga, Zambales, northern Quezon including Polillo Islands.

Storm surge, flooding threats

PAGASA warned of storm surges exceeding 3 meters in low-lying coastal areas of Batanes, Cagayan (including Babuyan Islands), Ilocos Norte and Ilocos Sur within 24 hours.

The southwest monsoon, or "habagat," enhanced by Nando, will also bring strong winds and rains across Metro Manila, Central Luzon, CALABARZON, Bicol, MIMAROPA, and areas in the Visayas and Mindanao.

Seas. Seas around Batanes and the Babuyan Islands may reach up to 14 meters, while other northern seaboards may see waves of 5 to 12 meters. PAGASA advised all vessels to remain in port or seek shelter.

The typhoon’s eye is forecast to pass close to or make landfall over Calayan Island between 2 and 5 p.m. Monday. It is projected to exit the Philippine area of responsibility by Tuesday morning.

Authorities urged residents in high-risk areas to evacuate and follow local disaster officials’ instructions.
