Vico upset over fund misuse in Pasig barangay

MANILA, Philippines — Mayor Vico Sotto has expressed dismay over alleged corruption in Barangay Manggahan in Pasig, saying even funds intended for persons with disabilities were misused.
Barangay Manggahan reported an annual expenditure of about P130 million, which Sotto noted is larger than the budgets of many municipalities nationwide.
Sotto said barangay funds might have been used to pay for personal expenses, including electricity and water bills as well as house rentals.
“Then you hear that even Meralco bills, Manila Water bills and house rentals were being paid using barangay funds. If this continues, everything will end up being shouldered by the city government,” he said.
Speaking before residents, the mayor disclosed several questionable disbursement vouchers uncovered during a review of barangay transactions, including one involving the purchase of wheelchairs.
“One of the most serious cases involves the purchase of wheelchairs. Even people who cannot walk were robbed,” Sotto said.
He challenged barangay officials and employees to present proof that wheelchairs funded by the barangay had actually been delivered.
“Was there even a single barangay staff member or official who can say wheelchairs purchased using barangay funds were delivered? Because money was released. Persons with disabilities were the ones who were deprived,” he said.
The mayor earlier presented other disbursement vouchers that contained alleged discrepancies, including purchases for emergency drill supplies and first aid equipment that lacked sufficient documentation.
Although he said some of those implicated are his friends, Sotto vowed to pursue charges against those who might be found liable as he reiterated his administration’s commitment to accountability and good governance.
