From DOLE-7: Three telecom firms get violation notices

CEBU, Philippines — The Department of Labor and Employment in Central Visayas (DOLE-7) has issued Notices of Violations and Work Stoppage Orders (WSOs) against three telecommunications companies in Cebu for alleged non-compliance with occupational safety and health (OSH) standards.

DOLE-7 Regional Director Atty. Roy L. Buenafe said labor inspectors discovered several safety violations during inspections, including workers installing cable wires on utility poles without the required personal protective equipment (PPE).

Atty. Buenafe in a statement said that the companies were also unable to identify designated safety officers responsible for overseeing workplace safety.

Buenafe said the firms have been directed to attend a conference this week, where they will be required to explain the violations and submit proof of compliance with labor and safety regulations.

The regional director emphasized that employers must ensure the presence of qualified safety officers and strictly implement workplace safety programs to protect workers from accidents and hazards.

The enforcement action comes amid rising concerns over work-related accidents in the region.

DOLE-7 reported that around 20 accidents involving telecommunications and utility-related work were recorded in 2025, including several fatalities, with similar incidents continuing into 2026.

Before the work stoppage orders can be lifted, Atty. Buenafe added that the department will assess the companies’ corrective measures, workplace practices, and compliance with OSH requirements.

Atty. Buenafe added that the three establishments were among the first companies inspected under its ongoing labor inspection and enforcement program, adding that inspections will continue across various industries and that further sanctions may be imposed on firms found violating safety standards. — Sofhia Grace Neri and Marjorey Cantila/CNU interns/LPM (FREEMAN)
