Marcos recycles Loyzaga, swears in Frasco

MANILA, Philippines — Former environment secretary Maria Antonia Yulo-Loyzaga has returned to the Marcos administration as special envoy for disaster risk reduction and management.
Loyzaga, who led the environment department from 2022 to 2025, will pursue the government’s renewable energy integration and climate action agenda.
She took her oath before President Marcos on Wednesday at Malacañang, according to Presidential Communications Undersecretary Claire Castro.
Loyzaga was one of the officials affected by leadership shake-ups resulting from a performance review of Cabinet members and agency heads in May 2025.
The assessment was undertaken as part of what has been described as the Marcos administration’s “bold reset” after the midterm elections.
Also on Wednesday, Marcos swore in former tourism secretary Christina Frasco as presidential adviser for sustainable and resilient communities.
