Malacañang suspends classes in 11 provinces for Sept. 25 due to 'Opong'

MANILA, Philippines — Malacañang suspended classes at all levels in 12 provinces across Luzon and the Visayas for Thursday, September 25, citing heavy rains from Severe Tropical Storm "Opong."
The state weather bureau PAGASA said the storm is expected to dump moderate to heavy rains over Northern Samar and Eastern Samar until Thursday afternoon.
By Friday, September 26, Opong is forecast to bring torrential rains to Sorsogon, Masbate, Northern Samar, and Eastern Samar, with heavy to intense rainfall anticipated in eight other provinces.
Under Memorandum Circular 101 signed by Executive Secretary Lucas Bersamin, classes are suspended in the following provinces:
- Sorsogon
- Masbate
- Northern Samar
- Eastern Samar
- Quezon
- Marinduque
- Camarines Norte
- Camarines Sur
- Catanduanes
- Albay
- Samar
- Biliran
Local governments may still declare class or work suspensions in schools and government offices within their areas.
Meanwhile, government work is suspended for only four provinces, namely:
- Sorsogon
- Masbate
- Northen Samar
- Eastern Samar
Agencies in these provinces may adopt alternative work arrangements, provided these are approved and in line with applicable laws, rules and regulations.
Malacañang clarified, however, that offices tasked with basic, vital, and health services —especially disaster preparedness and response — are exempt from the suspension. They will remain operational “to ensure continuity of essential government functions.”
For private companies and offices, Malacañang said the decision on suspensions will be left to the discretion of their respective heads.
