PNP admits recalling officers from Bato’s security

MANILA, Philippines — After days of keeping quiet, the Philippine National Police has finally admitted that it recalled two PNP officers from Sen. Ronald “Bato” dela Rosa’s security detail.
PNP spokesperson Brig. Gen. Jean Fajardo yesterday explained that the recall of the officers stationed at Dela Rosa’s residence in Davao was in compliance with Commission on Elections (Comelec) Resolution 11067.
This resolution automatically revokes the authority granting security personnel or bodyguards at the start of the election period.
But contrary to claims that the removal of the two officers was recent, Fajardo clarified that they were recalled in January.
Fajardo also pointed out that what Dela Rosa failed to mention was that he still has four police officers assigned to his security detail.
These officers have been granted certificates of exemption by the Comelec, allowing them to continue providing security until June 11.
Fajardo further noted that Dela Rosa has more police escorts compared to other government officials, who are typically limited to two protective security personnel under the Comelec resolution.
However, she clarified that the number of security personnel could be increased depending on the results of a threat assessment conducted for individuals requesting protection.
Despite this move, the PNP said its former chief still has sufficient personnel to ensure his safety.
Dela Rosa, a former PNP chief, is seeking reelection in the midterm elections on May 12.
‘Inform Comelec’
Meanwhile, Comelec Chairman George Garcia emphasized that the commission must be properly informed about the recall of Dela Rosa’s security detail.
“If security details are recalled, and the person being given security has an exemption but no report is made to us, that is a violation,” Garcia said yesterday, stressing that failure to report such changes is a violation.
Garcia noted that all movements undertaken by the PNP are subject to the prohibition in connection with the May 2025 midterm polls. He added that any exemption for transferring security personnel must be requested from the Comelec.
As of yesterday, the Comelec has not received any notification or request for the transfer of Dela Rosa’s security detail.
Senate ready to help Bato
Senate President Francis Escudero also weighed in on the issue, saying that the Senate is prepared to provide additional security to Dela Rosa following the recall of his police detail by the PNP.
Escudero clarified that while Dela Rosa mentioned the withdrawal of two security personnel in Davao, those officers were assigned merely as an accommodation and were not officially detailed to him.
“He still has other security here in Manila. But if he needs assistance, the Office of the Sergeant-at-Arms is ready to provide help. That’s part of the mandate and job of the OSAA – to ensure the safety of every senator,” Escudero said in Filipino during the Kapihan sa Manila Bay forum yesterday.
When asked about the capacity of OSAA to secure senators, Escudero said the office has about 80 personnel and can deputize more if needed.
“The OSAA isn’t that large, but if necessary, the Senate has the power to add staff to meet the needs of any senator,” Escudero said. – Mayen Jaymalin, Cecille Suerte Felipe
