MANILA, Philippines — For transparency, the Commission on Elections is proposing that certificates of candidacy (COC) of all political candidates in the 2025 midterm elections and subsequent elections be posted on the Comelec website.

“The Comelec recommends the posting on the website of the Comelec of all COCs and in applicable cases, the corresponding certificates of nomination or acceptance (CONA) received for the 2025 national and local elections and all subsequent elections,” Chairman George Erwin Garcia said in a memorandum for the Comelec en banc.

He said uploading of COCs and applicable CONAs should be made within two weeks from the last day of filing of COCs.

Garcia said this move means the agency is being more transparent concerning election matters.

“This measure aims to strengthen the transparency of the elections by providing a readily accessible manner for election stakeholders and the general voting public to scrutinize COCs,” the Comelec chief stressed.

Garcia has also recommended for “the Law Department and the Information Technology Department to draft the guidelines for this measure.”
