Albayalde: PNPA cadets who allegedly forced plebes to perform oral sex should be dismissed
MANILA, Philippines — Philippine National Police chief Oscar Albayalde said he would ensure that the three cadets who allegedly forced two police academy freshmen to perform oral sex would be dismissed from cadetship.
“Unang-una kailangan ma-dismiss yan sa serbisyo. We can assure you na maliban sa criminal case nito ay magkakaroon pa siya ng administrative charges that will lead to their dismissal from the cadetship,” Albayalde said in an ambush interview.
The PNP chief made the comment after he was asked about reports that two Philippine National Police Academy plebes were forced to perform oral sex as punishment for disobeying their upperclassmen.
Albayalde said he has not yet received reports about the matter but added that he would order the PNP Directorate for Investigation and Detective Management to investigate.
“Sa ngayon wala pa tayong nakukuhang report no. Kung totoo man yan, kung meron man report yan, I will have it investigated by our DIDM. At mananagot yung mga responsable diyan,” Albayalde said.
Police assigned at PNPA for 2 years relieved
Albayalde said he had ordered last week the relief of all police officials, including senior officers, who have been assigned at the PNPA for the past two years after reports on controversial punishments.
Albayalde said he wants new police officers to take over to change the system at PNPA.
“Actually even before na nangyari yan, nagbigay na nga ako ng direktiba sa ating directorate for personnel na i-relieve lahat doon yung mga naka-assign doon or na-assign na doon for the last two years... Dahil nga may mga rumors na ganun before kaya to prevent it from happening further ay pinarelieve ko na last week pa yung mga naka-two years na doon,” Albayalde said.
Asked to specify the alleged rumors, Albayalde said: “[A]yun din ‘yung mga kung anu-ano na pinapagawang parusa sa mga kadete. Although, wala akong report nito na kadete mismo ang nagbibigay ng parusa na ganyan.”
Albayalde cited that this was the first time he heard of cadets exacting punishment on their fellow students.
Meanwhile, PNPA director Chief Superintendent Joseph Adnol said the PNP is filing an administrative case against the respondent cadet.
He added that the victims are filing a separate criminal case. The freshmen claimed that one of the three upperclassmen ordered them to perform the sexual act while the two others watched.
Adnol said the incident took place on October 6.
